Choosing between IT companies in Kyiv is harder than it looks, because the capital has the deepest engineering bench in Ukraine and also the widest spread of business models. Some firms are Kyiv-born and still run everything from the city. Others moved their legal headquarters to Tallinn, London or New York years ago and kept Kyiv as a delivery office. A few are really staffing networks with a Kyiv address. All of them can be the right fit, but only if you know which one you are talking to.
This guide focuses on Kyiv IT companies that show a real Kyiv office or headquarters on their own websites, and it favors mid-sized software and IT services firms over the global giants. If you want the national picture first, start with our guide to software development companies in Ukraine, or compare Kyiv with the western hub in our list of IT companies in Lviv.
A quick note on spelling. The city was formerly written Kiev in English, so buyers searching for IT companies Kiev or a Kiev software development company will find the same firms under the Ukrainian spelling, Kyiv, which is now the standard.
Every software development company Kyiv buyers shortlist should be judged on the same basics: where the engineers actually sit, which legal entity signs your contract, and what the team does when the power or the internet drops. If you are still deciding between a dedicated team and a project contract, our overview of IT outsourcing companies in Ukraine explains the models before you get to vendor names.

1. Jelvix
Jelvix has been building software since 2010 and now describes a team of more than 450 IT professionals. Its global headquarters is registered in Tallinn, Estonia, and Kyiv is listed among its nine office locations alongside Seattle, Munich, London, Krakow and others. Services cover enterprise software, AI development, SaaS, mobile, QA and testing, dedicated teams and CTO as a service, with a strong healthcare, finance and insurance slant.
The certification stack is the main differentiator. Jelvix lists ISO/IEC 27001:2022, ISO 27701, ISO 9001, ISO 13485 for medical devices and HIPAA compliance, which is unusual depth for a firm of this size. Named clients include Auchan, Benzinga, Canon and Samsung, and the company reports an 82% customer retention rate and says 84% of its staff are mid-level or senior.
Ask one thing early: which entity signs your contract, and how many of the engineers proposed for your project actually sit in Kyiv versus Poland or elsewhere in its network. The Estonian entity is normal for EU contracting, but you should know where the work is done.
2. Railsware
Railsware was founded in 2007 and runs a Kyiv office in the Creative State of Arsenal complex on Ivan Mazepa Street, with further offices in Krakow, Dubai and Pasadena. It calls itself a product studio, and it has earned that label: the company built and still runs Mailtrap, Coupler.io and TitanApps, products it says serve more than 4 million users.
That product background shapes how it works for clients. Railsware offers AI-driven MVP development, web and mobile builds, product design, technical audits, Ruby on Rails development and fintech work, and it names Calendly, BrightBites and Tradezella among the companies it has helped. It also publishes its own BRIDGeS framework for product decisions and a public company handbook, which gives you a clear view of its process before you sign.
The honest question is capacity. A firm that invests heavily in its own products has to balance its best people between internal roadmaps and client work. Ask how client teams are staffed, whether engineers rotate between products and services, and what happens to your team if one of its products needs a push.
3. Computools
Computools is a software engineering and consulting company with more than 250 engineers and 400 delivered projects. Its headquarters is in New York, and its locations page lists a Kyiv office on Antonovycha Street and a second Ukrainian office in Zaporizhzhia, plus offices in London, Berlin, Warsaw, Lodz, Linz, Tel Aviv, Flekkefjord and Houston.
The client list is the headline: Computools names Visa, Epson, IBM, Dior, Bombardier, British Council, AstraZeneca, BNP Paribas, Bank of Singapore and Nike. It holds ISO 9001 and ISO 27001, states GDPR and HIPAA compliance, and is both a Microsoft and AWS partner. Work spans IT consulting, digital transformation, business process automation, AI and machine learning, legacy modernization and dedicated teams.
With this many offices, the team you meet in sales may not be the team that builds your product. Ask for the proposed engineers by name and location, and confirm whether your delivery will be run from Kyiv, Zaporizhzhia or Poland, since each has different risk and overlap profiles for a Western client.
4. Kitsoft
Kitsoft is a Kyiv-headquartered IT company with an office on Kniaziv Ostrozkykh Street and further offices in Brussels and Berlin. It describes itself as having ten years of GovTech expertise and specializes in digital services for government and business. Its biggest calling card is Diia, the Ukrainian state platform for public services, along with the It’s a Baby service that bundles nine public services for new parents and the EcoSystem environmental services platform.
Kitsoft says it has launched more than 200 public services with over 22 million users and integrated with more than 100 external systems. Its own product, Liquio, is an AI-powered low-code platform for public services that it says can launch a new service in about a month and a half, and the company has opened Liquio’s source code. Partners named on the site include USAID, UK aid, GIZ, UNDP and Ukraine’s Ministry of Digital Transformation.
The site shows an ISO/IEC 27001 certificate issued through TUV Nord with validity stated through 2025. Ask for the current certificate and audit scope before you rely on it in a procurement file.
5. Empat
Empat was founded in 2013 and lists a Kyiv office on Chykalenka Street alongside offices in San Francisco and London. The company reports more than 300 completed projects across AI-accelerated development, mobile and web apps, fintech software, staff augmentation and CTO as a service, and it holds AWS partner status plus Microsoft Azure and Google Cloud credentials.
Clients named on its site include Fuel Finance, CBRE, Heinemann, Transparency International, Porsche, Panasonic and Restream, a mix that runs from Ukrainian fintech to global enterprise brands. Empat is also one of the few Kyiv firms that publishes price floors: MVPs in 6 to 12 weeks starting from $30,000, and full product development over 3 to 12 months starting from $50,000. That transparency makes early budget conversations much faster.
Published starting prices are helpful but they are floors, not quotes. Ask what is excluded from the MVP package, such as QA depth, DevOps setup, app store work and post-launch support, and how change requests are priced once the scope moves.
6. Tallium
Tallium runs its head office in Amsterdam and lists Kyiv as one of two R&D offices, the other being in Rzeszow, Poland, with regional offices in Stockholm and Calgary. The company says it has more than 120 professionals and offers full-cycle development, team augmentation, digital transformation consulting and product design across web, mobile, AI and cloud-native builds.
Its credentials are specific: ISO 27001, Laravel Certified Company status, and team certifications including PMI-ACP, ISTQB and Certified ScrumMaster. Case studies include Nowo, a Swedish fintech, the Altris AI optical imaging app and the investment banking platform Mangold, and partner logos include Deloitte, TBC Bank, Sense Bank, BSH and CoachHub. That makes Tallium a good match for regulated fintech work where a PHP or Laravel stack is already in place.
With R&D split between Kyiv and Rzeszow, ask which office will own your project and whether the Polish team acts as a backup if Kyiv delivery is disrupted. That split can be a strength, but only if it is planned rather than improvised.
7. Integrity Vision
Integrity Vision is a Kyiv-headquartered company on Avtozavodska Street that has operated since 2008. It works mostly in the financial sector, building and implementing turnkey software along with financial security systems for know your customer checks, fraud prevention, anti-money laundering and credit scoring. It also runs IT infrastructure services, including data processing and storage infrastructure, IT outsourcing and a competence center.
Its homepage lists ISO 9001, ISO 27001 and ISO 22301 certifications. The last one, for business continuity management, is especially relevant in Kyiv, where continuity planning is not theoretical. The company also highlights a UBA medal from 2023. For a bank, payments company or lender that needs AML and fraud tooling built by a team that understands local and European compliance, this is a more specialist option than a general software house.
Integrity Vision does not publish its headcount or name its clients on the site. Ask for referenceable financial institutions, confirm English-language project management capacity, and check the scope of each ISO certificate before you rely on it.
8. Rocketech
Rocketech lists offices in Singapore, Kyiv, London and San Francisco and says it has more than 100 people on the team. It covers software development across web, mobile, backend, QA and DevOps, product design from research through design systems, and AI work including LLM integrations and assistants.
The company reports more than 150 products delivered, over 10 million users reached and more than $25 million raised by its clients. Its case studies lean consumer and startup: YOU(th) in health tech, Spartacus in sports tech, FormaCV and EveryTalent in HR tech, the Kosmo social app and Kurdcoin in crypto. It also serves iGaming and is a Bitrix24 Silver Partner, which is useful if your company already runs on that platform.
Rocketech does not publish a founding year or name its contracting entity on the homepage. Ask which company signs the contract, where intellectual property is assigned, and how many of your engineers will be based in Kyiv rather than in its other locations.
9. Incode Group
Incode Group lists offices in Krakow, London and Kyiv and says it has more than 100 developers and designers after about a decade in business. Its services cover AI agent and MCP development, full-stack development, UX and UI design, and cross-platform mobile development with React Native and Flutter.
What stands out is pricing transparency. Incode publishes monthly rates from $3,400 to $5,700 per developer depending on seniority, which it equates to roughly $23 to $55 per hour. For a buyer building a budget for a dedicated team, that removes a round of back and forth, and the early focus on MCP and AI agent work suggests a team that keeps up with current tooling. Testimonials on the site come from clients in Miami, Austin, Hamburg, Belgium and Canada.
The site names individuals rather than client companies, so ask for two or three referenceable clients with projects similar to yours, and confirm what the published monthly rate includes, such as project management, QA and equipment.
10. nCube
nCube has been in software development for more than 18 years and lists offices in Kyiv, Warsaw, Sao Paulo and London, with London as its European headquarters. It focuses on staff augmentation, dedicated development teams, R&D center expansion and nearshore software development, and says it can launch a team in 2 to 4 weeks.
Case studies include Flightright, Encore Capital, FRST and CrossEngage, and the logos on its site include Greenpeace, AstraZeneca, Dentsply and SunGard. nCube reports that 62% of clients scale up within their first 12 months and cites an 86% retention rate over project lifetimes. For a company that wants to build a long-term extended team in Kyiv rather than buy a fixed-scope project, this model fits well.
nCube also refers to a network of 200,000 developers. Ask whether the engineers proposed to you would be nCube employees working from its Kyiv office or contractors sourced through that wider network, since that affects retention, security and who is accountable day to day.
11. Chudovo
Chudovo was founded in 2006 and lists a Kyiv office on Sholudenka Street, plus offices in Castrop-Rauxel in Germany, Tallinn, London and New York. It describes a team of more than 40 full-time experts with over 500 man-years of combined experience and more than 190 implemented projects.
Its core services are custom software development, legacy system modernization and migration, AI and machine learning, blockchain, cloud development and dedicated teams. Named work includes a healthcare application ecosystem for YesCare, a mobile app and admin tool for a B2B handyman platform and student printing software. The German office makes Chudovo a practical choice for companies in the DACH region that want a German-facing contact with Kyiv engineering behind it, especially for legacy modernization and migration work.
Chudovo is the smallest firm here by stated headcount. That can mean senior attention, but ask how it would staff a sudden ramp-up and who covers if a key engineer is unavailable.
12. K.I.S.S. Software
K.I.S.S. Software lists its main office on Kniaziv Ostrozkykh Street in Kyiv and a US office in North Miami Beach, Florida. The company says it has more than a decade of experience in IT and team members with over 15 years on projects, and it publishes a roster of named staff across development, management and support.
Its service list is broad: web development, virtual reality, blockchain, cybersecurity, AI, gaming, e-commerce, Telegram bots, CRM and ERM systems, design and marketing. Named projects include Wiki Miles in air transportation, the AvaPay Wallet financial app and Zooworld blockchain games. For a small company that wants a Kyiv team for a Telegram bot, a lightweight wallet or a custom CRM, it is an accessible option with a real local office.
That breadth is also the caution. A small team offering VR, blockchain, cybersecurity and marketing will not be deep in all of them, so ask to see two recent projects in the exact category you need and speak with the engineers who built them.
One Check Worth Making: Is Your Team Actually In Kyiv, And Can It Work Through An Alert?
Kyiv is the capital, which makes it both the best-resourced and the most targeted city in the country. Air-raid alerts, overnight strikes and scheduled or emergency power outages have been part of working life there since 2022. Most established Kyiv IT companies have adapted with generators, battery banks, Starlink terminals and office shelters, but the level of preparation varies a lot from one firm to the next.
Ask any shortlisted software development company Kyiv offers two direct questions. First, where does your proposed team physically work: in the Kyiv office, from homes across the city, or spread across Ukraine and neighboring countries? Many firms that list Kyiv on their site now run distributed teams, which is not a problem in itself, but it changes how you should think about continuity and time zone coverage.
Second, what exactly happens during a long alert or a blackout? A good answer names the backup power in the office, the fallback internet link, how long engineers can keep working from a shelter or a powered coworking space, and which tasks move to colleagues in another city or country if Kyiv goes dark for a day. Ask to see a written business continuity plan, and check whether the vendor has actually tested it. A certificate such as ISO 22301 is a good sign, but the plan itself matters more.
Finally, make sure your contract reflects the reality. Agree on how missed sprint days are handled, what notice you get when a key engineer becomes unavailable, and whether code, credentials and documentation live in repositories you control. These steps protect you with any vendor, and they matter most when you hire IT companies in Kyiv.
Conclusion
Kyiv IT companies range from GovTech specialists and banking security firms to product studios and dedicated team providers, and many now combine a Kyiv office with a legal entity in the EU, the UK or the US. Start from the kind of work you need, then check where the engineers sit and which entity signs the contract. For hiring costs, see our breakdown of the cost to hire developers in Ukraine.
Whether you search for IT companies in Kyiv or still type IT companies Kiev, the best choice is the firm that can show you its real team, its real office and a tested plan for the next outage. Ask for all three before you sign.
